What Is the Social Equity Applicant Status (SEASC)?

The Social Equity Applicant Status Certification (SEASC) is a formal process by which individuals or business entities can certify their eligibility under Rhode Island’s Social Equity Program. This certification is required before applying for one of the 6 retail licenses reserved for social equity applicants.

Application Timeline for Certification

Filling out the Interest Form by Sept. 24 gives applicants access to the SEASC Portal, where they must complete the certification application by Sept. 29.

Who Qualifies as a Social Equity Applicant?

Under Rhode Island’s law and regulations, social equity status can be established in several ways. Applicants must meet at least one of these key eligibility criteria:
  1. Conviction-Based Eligibility: The applicant (or at least 51% of ownership) must include individuals with convictions for nonviolent cannabis offenses (now eligible for expungement).
  2. Residency in Disproportionately Impacted Areas (DIAs): Residing in census tracts that meet criteria for disproportionately impacted areas, based on poverty, unemployment, school lunch rates, and historic arrest rates for at least 5 of the last 10 years.
  3. Employee Composition: The business employs at least 10 full-time employees, at least 51% of whom meet social equity criteria (e.g., lived in DIAs, arrested for expungable offenses, or part of impacted families).
  4. Economic Empowerment Experience: Demonstrable past or current economic empowerment work in disproportionately impacted areas.
  5. Income Threshold: Individuals who have had incomes not exceeding 400% of the median income in a DIA for at least 5 of the last 10 years. For more information, view the chart below, published by the Rhode Island Cannabis Control Commission.
Important note: Control and ownership requirements are strict. Applicants must have at least 51% ownership and control by persons meeting social equity status.

What Documentation Is Required?

Applicants must demonstrate eligibility under one or more of the statutory social equity criteria, including but not limited to:

  • Articles of incorporation or business formation documents (if applying as a business entity).
  • Proof of residency in a disproportionately impacted area.
  • Records of non-violent cannabis convictions or arrest records, if applicable.
  • Payroll registers or workforce records (if qualifying based on employee composition).
Criterion-specific notes:
  • If an applicant cannot obtain attestation from a former employer or organization (e.g., the organization has ceased operations), they can submit a self-attestation for “Past Economic Empowerment Experience.”
  • For the “Income in a Disproportionately Impacted Area (DIA)” criterion, applicants must meet income thresholds (up to 400% of the Median Income in a DIA). A publicly posted chart provides these threshold values.

Important Restrictions & Notes

  • An applicant (individual or entity) may not change their corporate or ownership structure after receiving certification unless they first obtain a variance from the Cannabis Control Commission. 
  • Certification is valid for the purposes of the upcoming licensing round; applicants should apply using the same entity structure through which they received certification.

The 24 New Adult-Use Retail Licenses: Timeline & Structure

1. Overview of the Licenses

Rhode Island’s Cannabis Act (2022) allows for 24 new retail cannabis licenses. These are distributed as follows:

  • 6 reserved for Social Equity Applicants
  • 6 reserved for Worker-Owned Cooperatives
  • 12 available to general applicants

2. Licensing Zones & Allocation

  • The state is divided into six geographic zones. 
  • A maximum of four retail stores per zone is allowed. 

The selection process:

  1. Screening: Applicants are screened for meeting the qualifications (e.g., residency, control, social equity eligibility). 

Lottery: If demand exceeds available licenses within a zone and category, a random lottery is held. 

3. Application Timeline for Retail Licenses

  • Retail license applications are now open as of mid-September 2025.
  • Deadline to Apply: December 29, 2025, at 4:00 PM EST.

4. Fees

  • General Application Fee: $7,500 (non-refundable) 
  • Annual License Fee: $30,000 
For Approved Social Equity Applicants: the application fee is waived for the first year (the equivalent economic benefit).
