Newfoundland and Labrador Cannabis Retail Licence Overview
Newfoundland and Labrador has adopted a private retail model, and the sale of recreational cannabis is being conducted through private retailers licensed and regulated by the Newfoundland and Labrador Liquor Corporation (NLC).
The NLC maintains absolute control of the sale, distribution, delivery, and pricing of cannabis products, and operates Newfoundland and Labrador’s only legal recreational online store Cannabis NL.
There are currently 55 dispensaries in Newfoundland and Labrador, whose locations were chosen based on population and accessibility. Depending on sales, it is expected that additional Newfoundland and Labrador retail locations will open up in the near future. Prospective retailers can only apply to become a Licensed Cannabis Retailer (LCR) when the NLC issues a Request for Proposal for LCRs based on an increase in consumer demand.
In spring and summer 2024 the NLC is opening an application window for Tier 4 cannabis retailer licences in four different locations across NL. The application window date, and number of licences available is currently TBD.

Tier 1 Cannabis Retailer Licence
A Tier 1 cannabis retail licence store is a standalone retail establishment dedicated to selling cannabis, with a separate exterior entrance. This licence allows you to open a typical cannabis dispensary that allows for the sale of cannabis and cannabis products. In addition to cannabis, these stores may sell non-alcoholic beverages and branded merchandise, excluding food items. Tier 1 Cannabis Stores are known for their extensive product selection and specialized service staff. This licence has an annual renewal fee of $125
Retailers with a Tier 1 license are permitted to sell cannabis online. Online products must be listed and priced by the NLC. While sales can occur at any time, all transactions must be processed, and payments received before the products are sent for delivery.
Tier 2 Cannabis Retailer Licence
A Tier 2 licence authorizes a standalone cannabis store that is co-located within a different retail establishment that is not a cannabis store, does not include a pharmacy, and has not been issued a lounge license. The area where cannabis is stored, sold, or supplied must be separate from the retail establishment, and customers should not need to pass through the cannabis store to access the retail establishment or any unrelated area. This licence has a renewal fee of $125.
Tier 3 Cannabis Retailer Licence
A Tier 3 cannabis retail licence may be issued for a separate point of sale within a retail establishment that does not include a pharmacy and has not been issued a lounge license under the Liquor Licensing Regulations. This means that there is a separate, distinct counter where cannabis is sold. This does not mean that a stand-alone dispensary can be opened on the same premise as the retail store hosting the cannabis establishment. this licence has a renewal fee of $125.
Tier 4 Cannabis Retailer Licence
A Tier 4 Cannabis retail location is a convenience-focused store selling cannabis and accessories from the primary retail counter. Businesses like convenience stores can get this license and sell cannabis and cannabis products at their primary retail counter, comparable to the sale of tobacco. This does not permit the opening of a stand-alone cannabis dispensary. This licence has an annual renewal fee of $125.
How to Apply for a Retail Cannabis License in Newfoundland
The application fee for a cannabis retailer licence in Newfoundland is $125.

Proof must be provided that all exterior windows of the cannabis store are either hardened or protected against breaking or are not easily accessible if broken. Evidence is also required that all entrance and exit doors are hardened or protected and equipped with commercial locks or locking mechanisms. The application will also require plans displaying that the premise has adequate lighting and meets all cannabis regulations set in Newfoundland.
Additional Information
Evidence must be provided that the applicant is not employed by the NLLC, is not a board member, is not a police officer, and is not indebted to the NLLC or the board. A signed consent form for the disclosure of information related to the application must be included.
