Rhode Island Is Open. The Clock Is Running.

Rhode Island has reopened its adult-use retail licensing round, and applications are due November 23, 2026. For the first time, you do not need to be a Rhode Island resident to own a majority of a Rhode Island cannabis license.

That opens one of the Northeast’s most tightly controlled markets to operators from New York, New Jersey, Massachusetts, Connecticut and beyond. Adult-use sales are currently handled by 9 existing compassion centers. The new round is expected to add up to 24 retail licenses.

What Changed in 2026

  • Late 2025: About 97 applications were filed for up to 24 retail licenses.
  • April 8, 2026: A federal judge blocked the state’s residency requirement, freezing the round before the lottery.
  • June 10, 2026: Governor Dan McKee signed House Bill 8544, removing the residency requirement and tightening social equity eligibility.
  • August 7, 2026: The Cannabis Control Commission reopened applications.
  • August 11, 2026: The court injunction was lifted. The earlier round was voided and restarted.
  • November 23, 2026: Applications close.
Applied in the earlier round? You can request a refund of the $7,500 state application fee you paid to the Cannabis Control Commission. You will need to apply again to be considered.

What It Takes to Win a License

Licenses are awarded by lottery among qualified applicants, with no merit scoring. That means one thing matters most: a complete, compliant application submitted before the deadline.

  • Secure your location first. In the earlier round, applicants needed final municipal zoning approval before the lottery, and a similar requirement is expected this time. With only weeks left, property and zoning are the hardest part.
  • Choose the right license. Social equity certification closed in September, so most new applicants will apply for a general retail license, or a worker cooperative license if they qualify.
  • Pick an eligible town. Six municipalities have opted out of adult-use retail: Barrington, East Greenwich, Jamestown, Little Compton, Scituate and Smithfield.

Rhode Island Retail License Options

In the prior round, the 24 retail licenses were split across six zones, with no more than 4 per zone.
